The Benalmádena Town Hall has submitted the urban development plan for the Tivoli area to the Junta de Andalucía, which includes the expansion of the park, a shopping centre, and two hotels.
The Tivoli amusement park, closed since 2020, is closer to reopening its doors in Benalmádena. The Town Hall has taken a decisive step by sending the Junta de Andalucía the advance document for the Urban Transformation Action, a procedure that initiates the environmental qualification process.
The mayor, Juan Antonio Lara, explained that the real estate group Tremon, owner of the land, submitted this document within the deadlines set in the agreement signed with the Town Hall. “Once the Town Hall has forwarded it to the Junta, it enables the start of the necessary environmental processing,” he noted.
A project that will transform the area
The urban development plan includes a complete restructuring of the Tivoli area. The area designated for the amusement park will be expanded, meaning the new Tivoli will have larger dimensions than the original. Additionally, the project includes the construction of a shopping and leisure centre and two hotels.
Before its submission to the Junta, the document was positively reviewed by the technical and legal services of the Town Hall after a thorough examination of the extensive documentation provided by Tremon.
Deadlines and next steps
The Junta de Andalucía now has a three-month period to issue the strategic environmental report. Once received, Tremon will need to prepare the Detailed Urban Planning Instrument, that is, the Interior Reform Plan (PRI), and present it to the Town Hall for initial approval by full council agreement. After that, it will be subject to public information for a month.
Following the final approval of the PRI, the processing of the parceling and urbanization project will begin. Finally, the execution project for the new park and commercial areas will be presented, for which the construction license will be granted. Only then will construction begin.
The mayor has reminded that, according to the agreement signed with the property, the reopening of the Tivoli amusement park “is a priority and must occur either before or at the same time as the opening of the shopping centre and hotels, never after.” Furthermore, the agreement provides for the former Tivoli workers to be able to join the new project.
“We have resumed that dialogue and have worked hard to reach an agreement with the property, from which a very beneficial project for our city will undoubtedly emerge,” stated Juan Antonio Lara.
The mayor acknowledged that this “ambitious project” involves a “long and complex” processing, but that it “is progressing according to the planned timelines, thanks to the work and collaboration of all the parties involved.”
Local impact and expectations
The reopening of Tivoli is a historical demand in Benalmádena. The park, inaugurated in 1972, was a tourist emblem of the Costa del Sol until its closure. Its recovery would not only restore a symbol to the municipality but would also generate numerous jobs and enhance the tourist appeal of the area.
The Town Hall is confident that the processing will advance smoothly. Meanwhile, residents and former workers are closely monitoring each step. The next key date will be the environmental report from the Junta, which will determine whether the project can proceed.
