Estepona records a 16% increase in electronic procedures and renews its digital ordinance

Estepona records 31,156 electronic procedures by July, a 16.4% increase from 2025. The Plenary initially approves the new Digital Administration Ordinance.

The Estepona City Council has recorded 31,156 electronic entries between January and July, a 16.4% increase compared to last year. The Plenary has initially approved the new Digital Administration Ordinance.

The Estepona City Council has registered 31,156 electronic entries during the first seven months of 2026, which represents 4,383 more records than in the same period last year and a year-on-year increase of 16.4 percent. Every month from January to July surpassed the figures of 2025, with a monthly average rising from 3,825 to 4,451 entries.

The Deputy Mayor for Finance, Personnel and New Technologies, Ana Vilaseca, has indicated that these figures reflect a sustained growth in the use of municipal electronic administration. In light of this change in the relationship with citizens, the City Council has today initially approved in Plenary the new Digital Administration Ordinance, which will replace the regulation from 2016, now outdated due to regulatory and technological changes.

The new text jointly regulates the electronic headquarters, the general electronic registry, identification and signature systems, electronic communications and notifications, digital files and archives, and public services through electronic means. The electronic headquarters consolidates as a point of access to information, procedures and municipal services, with a citizen folder, electronic notifications, a bulletin board, and the ability to check the status of procedures.

The ordinance also aims to ensure that digitalisation does not leave anyone behind. Individuals who are not required to interact electronically will retain their right to be attended to in person. The role of a public official has been incorporated to assist with identification or electronic signatures, and a Registry Assistance Office will be regulated to help submit applications and digitise paper documents.

The City Council will be able to carry out administrative actions in an automated manner, always with guarantees of identification, traceability and control. Interoperability with other administrations will allow for information exchange and verification of existing data, in compliance with data protection regulations. Procedures will be managed through electronic files and a Unique Electronic Archive will be created to preserve and retrieve documents.

Security is a central axis: the proposal includes measures to ensure the integrity, availability, authenticity, confidentiality and traceability of information, as well as compliance with the National Security Scheme and the National Interoperability Scheme. It is also planned to gradually expand digital services, enable electronic payment of taxes and fees, and promote electronic invoicing with suppliers and contractors.

With this initial approval, the Estepona City Council takes a new step in the digital transformation of municipal administration, aiming to make procedures more agile, accessible and closer for residents, businesses and entities. The text will continue its processing until its final approval.
