Estepona's Town Hall will submit the initial approval of a new Digital Administration Ordinance at the next Plenary, a framework that adapts municipal management to the regulatory and technological changes of recent years. The text will replace the Electronic Administration regulation in force since 2016 and aims to make the relationship between residents, businesses, and entities with the council more agile, accessible, and secure.
The proposal jointly regulates the electronic headquarters, the general electronic registry, identification and signature systems, electronic communications and notifications, digital files and archives, and public services available through electronic means. Among the innovations, the consolidation of an electronic headquarters as a point of access to information, procedures, and services stands out, featuring a citizen folder, notifications, a bulletin board, and the ability to check the status of procedures.
One of the key aspects of the ordinance is that digitalisation should not leave anyone behind. The text acknowledges the right of citizens to interact electronically with the Town Hall and provides for assistance for those who need support in using digital means. Individuals not required to interact electronically will retain their right to be attended to in person or through non-electronic means.
To this end, the figure of the qualified public official is introduced, who will provide assistance in processes such as identification or electronic signature. A Registry Assistance Office is also regulated, which will help submit applications and documentation, digitise papers for inclusion in the electronic file, and provide information about municipal digital services.
The new regulation advocates for a more efficient and connected administration. The Town Hall will be able to carry out administrative actions in an automated manner, always with previously determined procedures and guarantees of identification, traceability, authenticity, integrity, and control. Furthermore, interoperability with other administrations will facilitate the secure exchange of information and the verification of already available data, in compliance with data protection regulations.
Municipal procedures will be managed through electronic files, ensuring the integrity of the documentation and access to its content. A Unique Electronic Archive will also be created to preserve and retrieve documents and files once completed. Security is a central pillar: the ordinance establishes measures to guarantee the integrity, availability, authenticity, confidentiality, and traceability of information, in line with the National Security Framework and the National Interoperability Framework.
The new framework plans to progressively expand digital services and enable electronic payment systems for taxes, fees, and other revenues, as well as promote electronic invoicing with suppliers and contractors. With this proposal, Estepona's Town Hall seeks a more coherent, updated, and comprehensible regulation that facilitates citizens' rights and a uniform action across different municipal areas.
The initial approval of the ordinance will be debated at the next Plenary, marking another step in the digital transformation of the council to make interactions with the Town Hall increasingly simple, accessible, and secure.
