The Ministry of Transport has definitively approved the project to complete the semi-link of the A-7 in Caleta de Vélez, with a budget of €6.6 million. The works still do not have a bidding date.
The Ministry of Transport and Sustainable Mobility has given the final go-ahead to the project layout to transform the semi-link of the A-7 motorway in Caleta de Vélez, within the municipality of Vélez-Málaga, into a full link. The action, which will be carried out at kilometre 951, has a base budget of €6,606,985.36, including VAT, according to Diario Sur.
The resolution comes after the file passed the public information phase, opened following the provisional approval on 22 September 2025. The announcement was published in the Official State Gazette (BOE) on 23 October, with a period of thirty working days to submit objections. The Ministry has announced that the final resolution will be published soon in the BOE.
The new administrative step does not imply the immediate start of the works. The official note released this Monday does not specify either the bidding date or a timeline for the commencement of the works, which will still have to go through that process.
The project includes the construction of two new ramps and two roundabouts, one on each side of the motorway, connected by the crossroad that runs beneath the A-7. The design follows the “diamond with weights” typology and includes the connection of existing ramps, two new speed change lanes, and the restoration of a service road.
Currently, the semi-link only allows for two movements: it permits exiting the A-7 from Málaga and entering the motorway towards the capital. The action will add the two missing movements: entry to the A-7 towards Almería and exit for vehicles travelling towards Málaga. This will enable all four movements to be made directly without resorting to other road junctions to change direction.
The completion of the link constitutes a long-standing municipal demand. Last June, the governing team of the PP and GIPMTM brought the matter back to the Local Government Board to urge the Ministry to accelerate the action. The mayor, Jesús Lupiáñez (PP), stated at the time that the City Council would not stop insisting “until the works become a reality” and defended its importance for mobility, road safety, and connections with the coastline.

The Vélez municipality links the infrastructure with the residential, tourist, and business growth recorded along the axis between Vélez-Málaga and Caleta. The area concentrates the fishing and sports port and experiences high traffic, especially during the summer season.
The central government awarded the drafting of the new project in May 2023, included in a technical assistance for eleven road actions. At that time, an estimate of €4.3 million was considered, compared to the €6.6 million that has been set for the approved base budget of the layout.
The Ministry frames the action within its conservation and maintenance programme for the State Road Network. According to data released by the Ministry, more than €123 million has been invested in this programme in the province of Málaga since June 2018.
The action has accumulated over two decades of demands and will still have to go through the bidding process before the works begin. The next milestone will be the publication of the resolution in the BOE and then the contracting of the works.
