The local government board has approved the budget adjustment to allocate the annual amounts for the underground project of Valle Inclán (26.7 million) and the new rugby field in Teatinos (5.4 million), among other investments.
The Málaga City Council has taken the definitive step for two major infrastructures that will transform the city. The local government board approved on Tuesday the modification of the Four-Year Investment Plan to channel funds for the underground project of Valle Inclán and the rugby field in Teatinos, two key projects of the 2023-2027 government programme.
€26.7 million for the underground project of Valle Inclán
The most ambitious action is the underground project of Valle Inclán, with a total tender budget of €26,799,780.55 (including VAT). The City Council has distributed the funds over several years: €896,500.68 in 2027; €9,053,709.06 in 2028; €16,021,423.99 in 2029; and the remainder will be allocated in 2030.
The project will not only eliminate surface traffic but also aims for a urban regeneration of the surrounding area to facilitate pedestrian transit between the neighbourhoods of Miraflores and Carlinda. The tender will be carried out through a mixed contract of Project and Work, with an estimated duration of 31 months: nine to draft the project and 22 to execute the works, as explained by the government team spokesperson, Elisa Pérez de Siles.
The underground project will create a boulevard on the surface that will improve road safety and connect two areas currently separated by a high-density traffic route. Residents of Miraflores and Carlinda will be able to cross safely, gaining space for green areas and walkways.
Rugby field in Teatinos: €5.4 million
The other major project is the rugby field in the Teatinos district, with an updated budget of €5,411,779.53. The planned annual amounts are €4,870,286.30 in 2027 and €541,493.53 in 2028. The project is being developed jointly with the Málaga Provincial Council.
The sports facility will meet a long-standing demand from Málaga rugby clubs, which currently lack a dedicated field in the city.
“This fulfills the Government Programme 2023-2027,” said Pérez de Siles.The field will be located on a plot in Teatinos, an expanding area that houses a significant portion of the university and sports population of the capital.
Restoration of the Heredia family pantheon
The government board has also adjusted the annual amounts for the restoration of the interior of the Heredia family pantheon in the San Miguel Cemetery. The works are about to begin and have an execution period of 12 months. €244,583.48 is allocated in 2026 and €117,605.95 in 2027.
The project includes the restoration of all walls, the two vaults, the central dome, and the flooring. This pantheon is one of the most unique heritage elements of the Málaga cemetery, and its refurbishment will allow it to be opened to the public safely.
More cultural contracts and loan of artworks to Texas
In the cultural sphere, the City Council has approved the tender for the shops of the museums managed by the Public Agency for the Management of the Birthplace of Picasso and Other Museum and Cultural Facilities. This includes the shops of the Picasso Birthplace Museum, the Centre Pompidou Málaga, the Russian Museum Collection/Málaga Tabacalera Exhibition Space (MEET), and the Contemporary Art Centre of Málaga (MUCAC) at its two locations. The concession will be for five years with a variable fee based on sales.
Additionally, the maintenance and assembly service for exhibitions at MUCAC has been contracted for €1,303,873.77 (2026-2028), and visitor management for its rooms for €4,161,643.50 (until 2029).
On another note, 48 artworks from the Agency will travel to Texas for the exhibition 'Dialogues with Picasso' at the City Arts Center in Round Rock. The loan, for which the Agency will receive €50,000, extends from October 14, 2026, to March 14, 2027. All production, transportation, and insurance costs are borne by the borrower, the Texas European Union Chamber of Commerce Foundation.
Finally, a credit modification of €52,859.25 has been approved for security and cleaning services at MUCAC during 2025.
