Vélez-Málaga Approves Adjustment Plan to Pay Suppliers Faster

Vélez-Málaga City Council approves the Adjustment Plan 2027-2041 to speed up supplier payments and consolidate economic stability.

The Plenary of the Vélez-Málaga City Council has approved the revision of the Adjustment Plan 2027-2041, a key document to reduce payment times to suppliers and meet the requirements of the Ministry of Finance.

The Vélez-Málaga City Council gave the green light this Thursday to the revision of its Adjustment Plan for the period 2027-2041, a financial instrument aimed at consolidating the economic stability of the Council and speeding up the payment of invoices to suppliers. The document, approved in an extraordinary plenary session, adapts the municipal accounts to the conditions imposed by the Ministry of Finance after resorting to the extraordinary payment mechanism for suppliers in 2026.

A Necessary Plan to Improve Administrative Management

The Councillor for Finance, Manuel Gutiérrez (PP), explained during the Plenary that the process does not respond to a lack of liquidity, but to the need to optimise administrative processes. "It is not a problem of lack of money, but of improving management so that invoices are processed and paid more quickly," he pointed out. The councillor recalled that the City Council closed the 2025 financial year with nearly 29 million euros available in treasury and that it prematurely cancelled a loan of over 8.6 million intended for supplier payments, demonstrating the financial health of the institution.

The approved revision includes a new loan of 12.43 million euros, the amount of which was already paid to suppliers on June 29. However, this operation does not increase municipal debt, as it is offset by the early cancellation of previous loans and the elimination of another financial operation planned for 2027. Specifically, 2,219 invoices out of the 2,470 submitted have been accepted and paid, for a total value of 12,430,825.05 euros.

Measures for More Efficient Management

The Adjustment Plan incorporates a series of actions aimed at making more efficient use of public resources. Among them, the reorganisation of the municipal structure and the amortisation of vacant positions stand out, as well as reducing spending on studies and technical assistance when those tasks can be performed by in-house staff, and reviewing certain salary supplements. Furthermore, the City Council will continue to reduce the number of dependent municipal entities and strengthen electronic administration to expedite the processing of files and improve public contracting.

Another measure that will relieve municipal accounts will come into effect from 2028, when payments resulting from the El Copo ruling end, which will mean annual savings of over 317,000 euros. Economic forecasts indicate a gradual improvement in the financial situation over the next fifteen years, with greater savings capacity and a treasury that will continue to grow steadily. For the residents of Vélez-Málaga, this translates into a more agile City Council when paying its contractors and, ultimately, more efficient public services. The next step will be to send the plan to the Ministry of Finance for final validation.
