Green light for Mayoral's office complex at the former Intelhorce site in Málaga

The Advisory Council of Andalusia approves the PERI modification that will double office space at the former Intelhorce site.

The Advisory Council of Andalusia endorses the modification of the PERI that will allow the doubling of office space on the grounds of the former textile factory, clearing the way for its final approval by the City Council.

The Málaga-based group Mayoral has overcome a key hurdle to transform part of the former Intelhorce factory site into a large office complex. The Advisory Council of Andalusia issued a favourable opinion on June 11th for the modification of the Special Plan for Internal Reform (PERI) G.3-I Intelhorce Industrial, paving the way for the Málaga City Council to give final approval to the project.

More than double the office space

The new layout will allocate 24,358 square meters of buildable area for offices, more than double the approximately 10,900 square meters currently planned. To achieve this, the project reallocates part of the industrial buildability that is no longer used and that corresponding to a private equipment plot, without increasing the total buildable volume.

According to sources from the Málaga City Council, the aim is to transform this historic industrial site into a business hub that will boost the city's economic activity. The operation does not increase the overall buildability planned, but redistributes it to strengthen tertiary use, adapting to the current market needs.

Four years of processing and an initial setback

The file began in July 2022, when the City Council initially approved the advance of the PERI modification. In March 2024, the Ministry of Sustainability of the Junta de Andalucía issued a favourable strategic environmental report, although conditioned on preventive measures regarding noise, soil quality, light pollution, water resources, and archaeological control.

However, the procedure encountered a significant obstacle in March 2026, when the Advisory Council issued an unfavourable opinion after detecting contradictions in the urban documentation. Among these were the lack of clarity regarding the public or private nature of several green areas and a discrepancy in the classification of nearly 50,000 square meters of land designated for public concessions.

After that setback, the developer submitted a revised text that corrected the concerns. Upon reviewing the modifications, the Council now concludes that the deficiencies have been addressed and issues a favourable opinion, removing one of the last obstacles to the approval of the file.

An accessible green area for residents

One of the most significant changes affects the public green area. The current planning places 12,793 square meters of park within the industrial site, surrounded by the fencing of the facilities and without access for the public. The Advisory Council itself acknowledges that this park had been incorporated into the exclusive use of the industrial complex.

The new layout relocates that same area to the northeast part of the site, where it will be fully accessible to local residents. Furthermore, the developer will bear the cost of its development and subsequent free transfer to the City Council, an action budgeted at around 281,500 euros.

The modification also reorganises the internal distribution of industrial and tertiary lands, reconfigures roads, and creates new parking areas. With this step, Mayoral's project is one step away from final approval, which must be ratified by the municipal plenary.

For the residents of Málaga, the transformation of the former Intelhorce will mean the creation of a new business space that will generate employment and economic activity, as well as the recovery of a green area that has until now remained closed to the public. It is expected that construction can begin throughout 2027, once all administrative procedures are completed.
