The Junta of Andalucía announced that in the coming weeks, the Urban Developer Guide will be published, a document aimed at facilitating the development of Andalusian municipalities. This announcement was made by the Minister of Housing, Youth and Territorial Planning, Rocío Díaz, during a forum of Diario Sur held in Málaga.

Objectives of the new guide

The guide is conceived as a manual that will clarify the role of urban developers, describing who can act as such and in what situations. This figure will allow a third party to take the initiative to activate construction when a developable land is not being developed by its owners.

The Junta's objective is for these agents to be qualified professionals who assume the economic risk of projects under public supervision. This is essential to free up land, mobilise resources, and prevent viable processes from stagnating.

Improvements in urban legislation

Díaz also referred to the Junta's willingness to improve the Law for the Promotion of Sustainability of the Territory of Andalucía (LISTA). The minister highlighted that they are open to modifying aspects of this law to make it more agile and provide greater legal certainty.

During her speech, she emphasised the importance of effective collaboration between the private sector and public administration to boost investment and job creation in the urban planning field.

Additionally, the progress of Marbella was mentioned, which will approve its General Municipal Planning, becoming the first municipality in Andalucía to fully implement it under the new legislation. This plan aims to define a sustainable urban model adapted to current needs.

Finally, the minister stressed that to tackle the challenge of increasing the housing supply, it is crucial to have developed and prepared land. In this way, the development of affordable housing can be guaranteed, benefiting families in Andalucía.
