The Junta de Andalucía will launch the 'Urban Developer Guide' in the coming weeks with the aim of unlocking land and accelerating housing construction in Málaga and other Andalusian municipalities. The Minister of Housing, Youth and Spatial Planning, Rocío Díaz, made this announcement during a forum organised by Diario Sur in Málaga.
Objectives of the new guide
Díaz explained that this new document will serve as an accessible manual to clarify who can act as urban developers and under what procedures. The guide is designed to expedite the use of urban and developable land that is not being developed due to inaction from its owners, allowing a third party to take the initiative.
The Junta intends for this task to fall to qualified developers who will assume the corresponding economic risk, always under the supervision of the Administration. According to the minister, this will facilitate the unlocking of land and prevent viable projects from being stalled.
Commitment to the LISTA law
During her speech, she also emphasised the importance of the Law for the Promotion of Sustainability of the Territory of Andalucía (LISTA). Díaz stated that they are open to improving any aspect of this legislation to ensure a more agile and secure urban planning process. Furthermore, she highlighted that public-private collaboration is key to boosting investment and job creation.
Regionally, it was noted that Marbella will be a pioneer in approving its General Municipal Planning (PGOM), which will fully adapt to the LISTA law. This new plan will define a sustainable and updated urban model, adapting to the current needs of the city.
The minister concluded her remarks by reminding that effective urban planning not only improves the quality of life for citizens but also promotes economic growth and social cohesion in Málaga and other locations in Andalucía.
