The Junta of Andalucía and the Andalusian Medical Union have signed an agreement in Seville to improve the working conditions of professionals in the public healthcare system in the region. The ceremony was presided over by Antonio Sanz, first vice president and councillor for the Presidency, Health and Emergencies.
Objectives of the agreement
Antonio Sanz highlighted the importance of this roadmap, calling it a step towards consolidating a strong and attractive public health system. The agreement addresses various reforms, such as a new model for on-call hours and remuneration, as well as measures to improve work-life balance.
Rafael Ojeda, president of the Andalusian Medical Union, also emphasized that this agreement represents a unique opportunity to improve dialogue between the medical community and the Ministry, for the benefit of the quality of care received by the people of Andalucía.
Innovations and improvements in public healthcare
Among the measures to be implemented is the transformation in the management of on-call duties, allowing for greater flexibility in their execution. Additionally, a change in the remuneration model is contemplated, where fixed incomes will be reinforced and a fixed semi-annual productivity bonus will be established for Primary Care doctors.
Another key measure is the introduction of a financial bonus for professionals in hard-to-fill positions and a monthly remuneration supplement for the supervision of residents. There will also be an evaluation of the equalization of the remuneration of Occupational Physicians with that of Area Specialist Physicians in the healthcare system.
Furthermore, the agreement includes protocols to improve work-life balance and protect remuneration rights in situations related to maternity, family care, and professional contingencies, ensuring that these rights do not result in economic losses for professionals.
The parties agreed to avoid mobilizations while progress is made in fulfilling this pact and to create a Monitoring Commission to regularly assess the progress in implementing the various agreed measures.
Antonio Sanz concluded by acknowledging the willingness of the Andalusian Medical Union to collaborate with the government in consolidating a healthcare model that places doctors at its centre and strengthens trust in the public health system of Andalucía.
