Málaga hands over the port plot to Promálaga to tender the Music Auditorium

The City Council hands over the port plot to Promálaga for the Music Auditorium, approves height change in El Palo and the purchase of 77 homes.

The local government board has approved the concession of the port plot to Promálaga, paving the way for the tendering of the Music Auditorium. The land, measuring 30,405 m2, was acquired from the Port for 9 million in December.

The City Council of Málaga has given a new boost to the Music Auditorium project in the port. The local government board has agreed to grant the municipal port plot to Promálaga, the public business promotion company. This step allows the tendering of the cultural facility's construction works to be unlocked, one of the city's major commitments for the coming years.

The plot, measuring 30,405 square meters in area and 28,000 m2 of roof, was purchased by the City Council from the Port Authority in December 2024 for 9,046,940 euros. Now, the concession to Promálaga is made free of charge and directly, under the figure of non-remunerated accessory provision, as it is a wholly municipal company. This was explained by the government spokesperson, Elisa Pérez de Siles, and the Councillor for Urbanism, Carmen Casero.

Urbanism: more height in El Palo and a road in Bailén Miraflores

In the same session, the modification of the General Urban Planning Plan (PGOU) has been approved for two plots on Juan Sebastián Elcano street, 49, and Juan Valera, 1 and 3, in the Eastern district. The initiative, promoted by the company Soidemer S.L., changes the 'Single Family Housing' (B+1) ordinance to 'Garden City' (B+2). The increase in height, not in buildability, seeks to allow the property to realise all the potential already granted by the current planning, according to a typological study of the surroundings.

In exchange, the City Council will obtain 534.80 m2 of land classified as a General System, located along the route of the future metro line 3 (Malagueta-El Palo) at no cost. This urban agreement allows the city to acquire key land for mobility at no cost, while the property gains building flexibility.

Initial approval has also been given to a detailed study in the San Alberto neighbourhood, in Bailén Miraflores. The plan defines the alignments of existing plots and buildings, and projects a new road that will connect the Las Granjas passage with Bancal street, improving communication in the area.

Extension of works in districts and purchase of 77 homes

The government team has approved the extension of the framework agreement for works on public roads, schools, municipal buildings, and green areas. The contract, for 3,192,550.75 euros (VAT included), is extended for another year, until July 2027. The municipal district councils will be able to continue carrying out renovations and repairs of pavements, urban furniture, and equipment in an agile manner, which directly impacts the daily lives of residents.

In terms of housing, the Municipal Housing Institute (IMV) will have an additional credit of 3,410,000 euros to purchase 77 homes from Inmocaixa, located in plot R3 of the Soliva Este sector. These homes will be added to the public stock of affordable rental housing. Additionally, the acquisition of two official protected homes has been approved through the usufruct transfer from Buildingcenter S.A.U., which the IMV had already rented since 2018, for temporary accommodation for families in vulnerable situations.

For the residents of Málaga, these decisions represent concrete progress: the port Auditorium is getting closer to reality, the El Palo neighbourhood gains height in its buildings (which could increase the area's value), Bailén Miraflores will see a new road improving connectivity, and the IMV adds 77 homes to its offer, providing relief in a strained market. The works in the districts, with 3.2 million secured until 2027, ensure that sidewalks and schools continue to be renewed without surprises.
