The Torremolinos City Council has put out to tender the street cleaning, waste collection, and beach cleaning services, with a base budget of €168.7 million and a new management model that will renew all machinery.

The Torremolinos City Council has initiated the tendering process for the street cleaning, waste collection, and beach cleaning services, a contract starting from a base budget of €168,733,908.90 and structured into two lots. The documentation has already been sent to the Official Journal of the European Union (OJEU), and once published or 48 hours have passed since the acknowledgment of receipt, it will be available on the Public Sector Procurement Platform.

The contract, which will last for ten years for lot 1 and five for lot 2, introduces a new management model that includes the complete renewal of machinery and equipment, aiming to improve service delivery in the municipality. The first lot covers street cleaning, waste collection, and beach cleaning; the second focuses on the collection of furniture and appliances.

The tender comes after a lengthy administrative process. In July 2025, the municipal plenary approved the report concerning social, legal, technical, and financial aspects, which was later supplemented by the suitability report prepared by the Environment Department and the report from the Finance delegation. According to the City Council, all required reports support the contract, which is deemed suitable and proportionate.

The new contract will ensure the collection and transport of waste generated in homes, businesses, hotels, and other activities within the municipality, as well as regular and special street cleaning of roads, squares, promenades, pedestrian areas, and public spaces. It also includes manual and mechanical cleaning of the beaches of Torremolinos and the separate collection of furniture and appliances.

The council emphasizes that the service is essential for public health, urban hygiene, environmental protection, and the tourist image of the municipality. The new management will incorporate adequate human, material, technological, and organizational resources, with special attention to incident traceability, environmental sustainability, and compliance with current waste regulations.

The City Council assures that the new model will not entail any increase in the tax burden for residents, and that the impact will be direct and positive for citizens. Once published in the OJEU and on the Procurement Platform, interested companies will be able to submit their bids within the deadlines established in the announcement.
