Two investors bid to turn the failed museum in Torremolinos into a university campus

The Torremolinos Town Hall is evaluating two offers to repurpose the failed museum building for university use.

The Torremolinos Town Hall is studying two offers to transform the building of the failed museum, in Pablo Ruiz Picasso square, into a university centre. The concession will last 20 years, extendable by another 10, with a minimum fee of 90,822 euros per year.

The building that was to house the Torremolinos museum, in Pablo Ruiz Picasso square, has two candidates to begin a new phase as a university campus. The Town Hall has received proposals from two investor groups, according to Diario Sur, and now the general director of the Urban Planning department must evaluate them and decide which is the best before the file can be left vacant.

The chosen formula is a 20-year public concession, extendable for a maximum of another 10. The minimum annual fee that the Town Hall will receive amounts to 90,822.36 euros, an amount that bidders can increase. If this minimum were maintained over the maximum 30 years foreseen, the operation would yield around 2.7 million euros to the municipal coffers, although the final figure could be higher.

The property will remain municipal property and will retain its nature as a public domain asset. The concessionaire will be responsible for the transformation works for academic use, the provision of equipment, conservation, maintenance, and subsequent operation. They will also need to obtain the necessary educational, urban, and sectoral authorisations. Any progress will be conditioned on the promoter obtaining approval to affiliate with the Andalusian university system and to legally develop the educational activity.

Among the interested parties is a proposal from the Escola Universitària de la Salut i l'Esport (Euses) Málaga, from the Metrodora educational group, which had already shown interest in the property and has the backing of the University of Málaga. As this is an open competition, without reservation or preferential rights for the initial promoter, Euses is competing with Cuim Siglo XXI.

The award criteria allocate up to 40 points to the offer with the most university degrees and another 40 to the highest fee above the established minimum. The remaining 20 points will assess the annual financial contribution for scholarships for students from Torremolinos. The offers must include a support programme endowed with a minimum of 30,000 euros per year, which can be increased.
