The Junta of Andalucía has requested that 100% of the state aid aimed at alleviating the effects of the storms be allocated to the farmers and ranchers of the region. This request was made by the Minister of Agriculture, Fisheries, Water and Rural Development, Ramón Fernández-Pacheco, during his participation in the plenary session of the Andalusian Parliament.
Statements from the Minister
Fernández-Pacheco has expressed his intention to remind the Spanish Government of the importance of ensuring that "public resources are directed to those who need them most." In this way, he seeks to ensure that the funds mobilised by the Junta, amounting to 700 million euros, remain in the hands of professionals in the primary sector.
The minister has voiced his concern over the uncertainty faced by farmers and ranchers regarding the income tax declaration. As he indicated, the Royal Decree regulating the aid states that this aid is exempt from taxation in the IRPF, but the Junta can only manage the subsidies and cannot modify this regulation, which falls under the Spanish Government.
Request to the central administration
To prevent between 210 and 250 million euros of the aid to farmers and ranchers from going to the Ministry of Finance, the minister has requested that the aid destined for the Andalusian countryside be recognised with the same exemption condition as other previous regional subsidies. As an example, he mentioned the compensations linked to the DANA in Valencia.
Finally, Fernández-Pacheco lamented not having received a response from the relevant ministry despite having made contact by letter on multiple occasions.
