The Provincial Plan for Assistance and Cooperation for 2027, endowed with €41.2 million, has been unanimously approved. Investment in hydraulic works grows by 10.5% to €9.5 million.
The Málaga Provincial Council has unanimously given the green light to the Concertación 2027, a plan that will mobilise €41.2 million for 86 municipalities with fewer than 20,000 inhabitants, in addition to Nerja and Torrox. The allocation for hydraulic works has increased by 10.5% compared to the previous year, reaching €9.5 million, which represents 23% of the total budget.
Increased investment in water following the drought
The President of the Provincial Council, Francisco Salado, highlighted that the municipalities have requested to allocate more to hydraulic actions than initially reserved (20% of the plan). “This reflects their commitment to a vital issue for the development of the province,” he stated. With these funds, next year 6,509 linear metres of sewage pipes will be repaired and 22,325 metres of supply pipes will be replaced. Additionally, 3,504 meters with remote reading will be installed, along with more than 300 solar photovoltaic panels for pumping stations.
Specific projects in Málaga municipalities
Among the planned actions, improvements in sanitation and supply in Archidona and Colmenar stand out, with around €300,000 each. Fibrocement pipes will also be replaced in Alameda, Álora, Benadalid, Cuevas Bajas, El Borge, Igualeja, and Montecorto, with a total investment of €707,000. Salado emphasised that the Concertación is “the great tool for provincial cooperation so that our towns can continue investing and addressing the real needs of their residents.”
The plan is structured into three blocks: 40% (€16.3 million) for investment and technical assistance programmes; another 40% in unconditional funds for municipalities to decide their destination; and the remaining 20% initially reserved for the water cycle. In total, adding the concertaciones of 2025, 2026, and 2027, the Provincial Council has allocated €30.7 million to water programmes. This is supplemented by another €27.9 million this year in its own investments, actions from the Provincial Water Consortium, and projects with Next Generation EU funds.
A boost for small towns
In the last three years, the Provincial Council has transferred €120.8 million to municipalities with fewer than 20,000 inhabitants through this plan. “This is a demonstration of our investment commitment to the progress and well-being of the residents of those towns,” affirmed Salado. The Concertación 2027 will allow for everything from road and rural path repairs to pipe renovations, improvements in public lighting, maintenance of parks and sports facilities, cultural activities, digital training, purchase of defibrillators, and acquisition of vehicles for Local Police or Civil Protection.
For the residents of the province, this translates into concrete improvements in their daily lives: fewer water cuts, better condition streets, and more public services. The commitment to water, with a 10.5% increase in investment, aims to mitigate the effects of the drought and ensure future supply. The plan is already underway, and municipalities will be able to start executing the works from January 2027.
