The Málaga City Council, through the Mobility Area, has launched a participatory process for residents and entities to express their opinions on two key regulations for urban mobility: the modification of the Taxi Ordinance and the new Regulation for the public service of electric bicycles, named 'MálagaBici'. Both texts are available on the Citizen Participation Portal from this Tuesday.
Deadlines to participate in the taxi and bicycle consultation
The draft modification of the Municipal Ordinance for Taxi and Tourist Transport services will be open for contributions until September 16, 2026. Meanwhile, the draft regulation for electric bicycles will accept suggestions until August 18, 2026. Both deadlines aim to give a voice to citizens and affected organizations before the texts go through the local government board and, subsequently, the municipal plenary.
Once initially approved, a public exposure period will be opened to present objections. After addressing them, final approval will be granted, and they will be published in the Official Bulletin of the Province (BOP) for them to come into effect. This means there are still several months before the changes take effect, but the time to voice opinions is now.
What changes in the taxi ordinance: digitalization and tourist transport
The modification of the taxi ordinance responds, according to the City Council, to the need to update the regulations to the technological evolution of the sector. New digital intermediation systems, such as mobile applications, are regulated, and requirements for quality, legal security, accessibility, and user protection are established. Additionally, a specific regime for urban tourist transport is incorporated, aiming to differentiate it from taxi services and to organize routes, stops, and schedules for public interest reasons.
Another highlighted point is the promotion of the digital transformation of taxis: the use of technological tools for pre-booking, vehicle geolocation, and transparency in user information is encouraged. The concept of shared taxis is also introduced, and areas for joint provision or inter-municipal collaboration are contemplated, which could facilitate travel between Málaga and municipalities in the metropolitan area.
For taxi drivers, the proposal includes more flexible management tools, such as the use of substitute vehicles. Looking ahead, a framework for pilot projects and technological trials in the field of taxis and tourist transport is anticipated, always under administrative control. In short, an ordinance that seeks to adapt to the times without losing sight of the general interest.
MálagaBici: this is how the new public electric bicycle service will be
The 'MálagaBici' regulation establishes the legal framework for the organization, operation, tariffs, and sanctioning regime of this service, which will be managed directly by the City Council. The electric bicycles will have a 250 W motor limited to 25 km/h, and will be equipped with geolocation, traceability QR codes, and remote locking. Access will be digital through an official mobile application, the citizen card, or Mobility as a Service (MaaS) platforms.
The goal is to promote intermodality, meaning that citizens can combine bicycles with other public transport means. Although the regulation does not yet detail the number of bicycles or the locations of the stations, it lays the groundwork for a system that, if all goes according to plan, could be operational in the coming months.
