The government partner of the PP in Vélez-Málaga will present an urgent motion at Monday's plenary session to suspend the collection of the waste tax from economic activities while duplicities and errors in around 13,000 receipts are reviewed.
The Independent Group Pro Municipality of Torre del Mar (GIPMTM), a partner of the PP in the City Council of Vélez-Málaga, has submitted an urgent motion for the upcoming Monday plenary session requesting the temporary halt of the collection of the new waste tax receipts from businesses. The party, which supported the ordinance alongside the popular party, is asking to stop the billing while the detected incidents are reviewed.
The economic department of the City Council admits that possible duplicities have been found in some receipts, discrepancies in the square meters attributed to premises, and other irregularities that require individual analysis. According to data released by the GIPMTM, nearly 13,000 receipts linked to economic activities for the year 2026 have been issued, and among them, situations are arising that need clarification before continuing with the collection.
The City Council has already requested a meeting with the Provincial Collection Board to verify the data and seek solutions to the possible errors. The Councillor for Economy and Finance, Manuel Gutiérrez (PP), has urged affected individuals to remain calm and explained that each case is being reviewed individually. “The government team has immediately set to work and has requested a meeting with the Collection Board to resolve these discrepancies and provide answers to our residents,” he stated.
Among the detected cases are professionals who work from their own homes and have received an additional receipt for that activity, as well as establishments with two or three headings of the Tax on Economic Activities (IAE) that have received a complete bill for each despite operating in the same premises. Differences in the computed area and specific situations, such as those of taxi professionals, have also been found.
The president of the GIPMTM and first deputy mayor, Jesús Pérez Atencia, has defended the measure: “It is unreasonable for a small self-employed person working from home to be treated similarly to a large establishment, nor should a business have to pay several complete receipts simply because it engages in different activities or has several headings within the same premises.” The independent leader maintains that the intention is “to seek solutions and correct those situations that may be unfair to our traders, self-employed individuals, and entrepreneurs.”
The motion includes three measures. The first is to temporarily halt or suspend the collection of receipts from businesses until the discrepancies are clarified. The second is to request the Board to prepare an updated census of economic activities in Vélez-Málaga, which will allow knowing which businesses operate in each property, what activities share premises, and the areas used. The third is to review the weighting coefficients of the ordinance to bring them closer to the actual amount of waste generated by each type of business.
The treasurer of the party, David Vilches, has focused on establishments required to have several tax headings: “It makes no sense for a business that is required by tax regulations to have three different headings to end up paying three complete waste taxes when all three activities are carried out within the same establishment.” Vilches reminds that entrepreneurs and self-employed individuals who consider their billing incorrect can file appeals.
The local government reminds that the implementation of the tax responds to the obligations derived from the State Law 7/2022 on waste and contaminated soils, but admits that the specific application needs to be reviewed. “There is a legal obligation that we must comply with, but within that framework, we can work to correct possible errors and achieve a much fairer, proportionate model adapted to the economic reality of our municipality,” Pérez Atencia stated.
The issue will reach Monday's plenary session with the request to halt the collection while the Treasury negotiates with the Board on how to correct the erroneous billings. Affected traders and self-employed individuals can submit their claims in writing to the City Council.
