The Town Hall of Rincón de la Victoria has launched a campaign for resident foreigners to process their registration in the electoral roll ahead of the municipal elections on May 23, 2027. The deadlines for EU citizens end on December 30 and for those from countries with reciprocity agreements, on January 15, 2027.
The Town Hall of Rincón de la Victoria has initiated an information campaign so that foreign residents in the municipality are aware of the necessary procedures to vote in the municipal elections on May 23, 2027. The campaign is part of the procedure of the Electoral Census Office (OCE) to form the Electoral Census of Foreign Residents in Spain (CERE).
The councillor for Internal Regime, Pepi Carnero, has indicated that the procedure includes online, in-person, and postal options.
"The procedure establishes different ways to carry out the procedures, both online and in person or by postal mail, so we recommend that interested individuals review their situation and not wait until the last days to carry out the necessary actions"
The mayor, Francisco Salado, explained that the aim is to provide information in advance.
"From the Town Hall, we want to convey this information well in advance so that all foreign residents who have the right to participate in the upcoming municipal elections know the procedures they must follow and, especially, the deadlines set by the Electoral Census Office"
Citizens of the European Union who wish to vote in Spain must have previously expressed their intention. The procedure can be done online through the Electronic Headquarters of the National Statistics Institute (INE) with Cl@ve, or in person at the Town Hall with the CERE.DFA form. The OCE will send a letter at the end of September to those who have not yet made this declaration and to those who did not receive communication in previous municipal elections. The letter will include a telematic processing key (CTT) to complete the procedure online without needing Cl@ve. To be effective in 2027, the declaration must be made before December 30.
Nationals from Bolivia, Cape Verde, Chile, Colombia, South Korea, Ecuador, Iceland, Norway, New Zealand, Paraguay, Peru, the United Kingdom, and Trinidad and Tobago can apply for registration in the CERE if they meet the requirements of the reciprocity agreements. Among the conditions are being over 18 years old, being registered in the municipal register, having residency authorization in Spain, and proving the required period of legal residence in each case.
The OCE will send a communication at the end of November to those who meet the conditions, with a CTT key to request registration online. It can also be processed by postal mail or in person at the Town Hall. The application submission period will be from December 1, 2026, to January 15, 2027. Applications submitted at the Town Hall must be sent to the OCE before January 20, 2027.
The Town Hall will provide the forms for in-person procedures, including the CERE.DFA and CERE.N models. Interested parties can check their situation and carry out the procedures at the Electronic Headquarters of the INE, at municipal offices, or by postal mail.
