The Marbella City Council will allocate one million euros to recover the parking at Istán square in San Pedro Alcántara, which will become 100% municipal and directly managed. The measure will incorporate 275 spaces into public assets.
The Marbella City Council will recover the parking at Istán square, in San Pedro Alcántara, through an extraordinary allocation of one million euros that will allow the facility to become 100% municipal and directly managed. The mayor, Ángeles Muñoz, informed today about this action following the Local Government Board meeting.
The financial allocation will be included in a budget modification that will be presented to an extraordinary Plenary during this month of August, thanks to the increased revenues received by the City Council from the State Revenue Participation (PIE). “We are going to have an extraordinary amount to recover this parking and prevent it from passing into private hands, so that it can be fully public again and integrated into our municipal assets,” the mayor stated.
The parking was subject to an administrative concession in 2009 for a period of 40 years for its construction and operation by the awarded company, Volconsa. The company later entered into bankruptcy due to circumstances related to its business activity and unrelated to the operation of this infrastructure, a situation that affected its entire assets and opened a complex administrative, economic, and bankruptcy process.
The City Council has held numerous meetings in recent months with creditors, the bankruptcy administration, and the financial entity that assumed the concessionaire's debt in order to reach an agreement that would allow the reversion of the asset. “It has been a complex procedure and the result of intense work from all the involved areas, but we have managed to take the necessary step to recover ownership and, in addition, take on direct management,” Muñoz affirmed.
The municipal objective is not to re-concess the parking but to manage it directly. Of the 275 existing spaces, nearly 200 are rented under different regimes. “Subscribers will be able to continue using their parking spaces and paying under the same conditions while the incorporation of the parking into municipal assets is materialised,” the mayor indicated.
Once the process is completed, initially expected before the end of the year, the City Council will study the different options for the available spaces. The possibility of maintaining the current models for tenants will be analysed, and approximately 75 remaining spaces will be allocated for rotation, in addition to evaluating other exploitation modalities. “We will work with the residents to determine the options that best fit the needs of San Pedro Alcántara,” she pointed out.
The City Council will continue to be listed as a creditor within the bankruptcy procedure for the amounts that the concessionaire owes to the municipal coffers, derived, among other concepts, from the fee, the IBI, and waste charges. This circumstance will not prevent the recovery of ownership of the property.
This action is part of the City Council's strategy to increase parking availability in the municipality. Recently, 130 new surface spaces have been enabled in the area of the Represa stream, and work is already underway on the Africa Hostel parking. “Being able to incorporate a fully completed infrastructure with 275 parking spaces is very good news and significantly expands the pool of spaces we are promoting in the city,” the mayor assured.
