Benalmádena's council gives initial approval to the subsidy regulations for long-term rentals, with assistance of up to €3,600 annually and bonuses for landlords. The measure aims to expand the housing supply in the municipality.
The Benalmádena Town Hall has initially approved the regulatory bases for promoting long-term residential rentals, a measure that includes incentives for both tenants and landlords who bring vacant properties to the market. The initiative was passed with votes in favour from the PP and PSOE, and abstentions from Vox and IU.
The Councillor for Housing, José Luis Bergillos, explained that the goal is to "act on both sides that make rental possible: to support those who need to face the cost of housing and also to offer greater guarantees to landlords to encourage the incorporation of currently vacant properties into the long-term rental market."
The assistance is structured into three lines. The first targets tenants with existing contracts prior to the publication of the bases: €1,200 annually for rents below €850, €2,400 for rents between €850 and €1,200, and €3,600 for rents between €1,200 and €1,500 per month.
The second line benefits new contracts formalised after the publication of the bases, with a subsidy equivalent to two months' rent, which increases to three months when the tenant is under 35 years old. The third line is aimed at landlords of vacant properties who incorporate them into long-term rentals, subsidising the annual premium of a rent default insurance that covers rent, legal defence, and vandalism.
Among the common requirements, the bases demand that tenants are registered at the property, that contracts have a duration of more than 12 months, and that the monthly rent is equal to or less than €1,500. According to Bergillos, "we are facing a measure designed to facilitate access and permanence in rental housing, but also to incentivise an increase in the available supply in the municipality."
After the initial approval, the bases will be published in the Official Bulletin of the Province of Málaga (BOPMA) to open a period for public exposure and objections. Once resolved, they will be definitively approved, and the call for applications will be published for interested parties to apply.
Boost to educational and social policies
The council has also approved modifications and additions to the Strategic Subsidy Plan 2026, with special attention to education and vulnerable groups. In educational matters, Councillor María Luisa Robles highlighted €121,000 for the EMOBE Plan, arising from participatory budgets, aimed at the emotional well-being of students, prevention, emotional education, and peer support networks.
Additionally, the 'Combat Bullying' line is reinforced with prevention and action tools against school harassment, and €7,500 is allocated to a music therapy programme for people with disabilities, which will be developed by the Sociocultural Association La Sultana. "These are initiatives that arise from the participation of our neighbours and that we transform into concrete actions with a significant educational, inclusive, and social component," affirmed Robles.
In Social Welfare, Councillor Áurea Peralta detailed several collaborations: €6,000 for the Urgent Aid to Africa Association for water pumps in Chad; €19,000 for 'Christmas Wings' from the Dragonflies Flight Association, to support vulnerable families at Christmas; and €14,000 for 'Enjoy the Beach' from the Red Cross, which will facilitate access to leisure and adapted bathing areas for people with disabilities and reduced mobility.
The Activa 2026 project from the ASIS Association is also included, endowed with €14,000, to provide a rapid response to social emergency situations. Those interested in rental assistance should keep an eye on the publication of the call in the BOPMA, which is expected after completing the objection process.
