The municipal group of the PP in the Málaga City Council has registered a motion for the next plenary session urging the Ministry of the Interior to equip all National Police patrol vehicles with defibrillators, following the model of the Local Police.
The Popular Party in the Málaga City Council has brought a proposal to the plenary for National Police patrol cars to have semi-automatic external defibrillators (DESA). The motion, which will be debated in the next session, urges the Ministry of the Interior and the General Directorate of Police to immediately equip all vehicles of the National Police Corps with these devices, using the 'Málaga Cardioprotegida' program that is already operational in the Local Police as a reference.
The Populars believe that public safety cannot be limited to order or crime prevention, but must guarantee the right to life and a rapid response to emergencies. In their argument, they highlight that the National Police and the Civil Guard are often the first to arrive at traffic accidents, cardiac arrests, or violent incidents, and that every minute is crucial.
According to data provided by the PP, scientific evidence shows that the use of a DESA in the first three minutes after a cardiac arrest, combined with resuscitation maneuvers, can increase survival rates by up to 73%. However, the average response time of an ambulance is longer, making first responders a key link in the survival chain.
The city of Málaga is a pioneer in this area thanks to the 'Málaga Cardioprotegida' program, launched by the City Council in 2016 in collaboration with Expaumi. Currently, the network has 742 registered defibrillators distributed across the eleven districts, municipal facilities, public spaces, and participating establishments. One of the program's greatest successes was incorporating these devices into the Local Police patrol cars, allowing officers to intervene immediately.
The PP has emphasized that there are numerous cases where the quick action of the Local Police with a DESA has saved lives. In contrast, the National Police vehicles, which also respond to emergencies and often arrive before health services, lack this equipment. The Populars describe this situation as a "hardly justifiable deficiency" from an operational and care perspective, especially when there is already a successful model implemented in Málaga.
The request is not new. The PP recalls that in 2021, representatives of the National Police unions already conveyed this need to the Government Subdelegation, receiving a favorable response that never materialized. Five years later, the situation remains the same. The motion also requests a continuous training plan in basic life support for all National Police officers, equating their training to the standards of the 'Málaga Cardioprotegida' program.
If the motion is approved, the City Council will urge the central government to adopt these measures, which would represent a further step in protecting citizens. For the residents of Málaga, this would mean greater safety in emergencies, as National Police officers could act with the same speed and effectiveness as those of the Local Police. The initiative will be debated in the next municipal plenary.
