The Torremolinos Town Hall has approved the land concession file for the building in Plaza Pablo Ruiz Picasso, a preliminary step towards the tender for a university centre. The project includes a scholarship programme of at least €30,000 per year for students from the municipality.

The Torremolinos Town Hall has taken a new step towards making its future university campus a reality. This Saturday, the Council approved the land concession file for the municipal building located in Plaza Pablo Ruiz Picasso, a procedure that opens the public information period before the final tender.

The building, which currently has no use, will be designated for a university centre affiliated with the Andalusian university system. The project, driven by the Town Hall in collaboration with the University of Málaga and EUSES (Metrodora group), aims to attract talent and de-seasonalise the local economy.

An open and transparent competition

The file originates from a private initiative presented by EUSES Málaga, but the award will be resolved through an open public competition. There is no reservation in favour of the initial promoter. The building will remain municipal property, and the concessionaire will assume the full investment to adapt, equip, and maintain it.

The concession will have an initial duration of 20 years, extendable for up to 10 more years, with a minimum annual fee of €90,822.36. The tender will evaluate criteria such as the number of degrees offered, the economic offer, and scholarships for local students.

“Each proposal must include an annual aid programme of at least €30,000, which can be expanded, aimed at students registered in the municipality,” states the file's report.

A strategic project for the city

The justifying report highlights the public interest of the action: to recover an unused property to convert it into an educational facility that generates activity throughout the year and strengthens Torremolinos' position as a knowledge city. The university campus is one of the municipality's strategic projects, set to attract investment and talent.

For the residents of Torremolinos, the campus will provide an opportunity for access to higher education without the need to travel. The guaranteed scholarships will facilitate local young people pursuing university studies in their own locality, reducing economic and geographical gaps.

The effectiveness of the concession is contingent upon obtaining the necessary authorisations for the centre's affiliation with a university in the Andalusian university system. The Town Hall is confident that the administrative process will conclude in the coming months and that the tender will be called before the end of the year.

Meanwhile, interested parties can submit objections during the public information period, which will open in the coming days. The Council encourages citizens to participate in this process that will define the educational future of Torremolinos.

With this progress, Torremolinos is one step closer to having its own university campus, a project that promises to change the profile of the city and offer new opportunities to its youth. The combination of training, investment, and local scholarships paints a promising horizon for the coastal municipality.
