The municipality is launching a new resource in collaboration with the Red Cross, providing hygiene, food, and support services. It will cater to an average of 80 people per year.
Rincón de la Victoria will inaugurate a Day Centre for Homeless People on Monday, August 17, a service that will operate at the Local Assembly of the Red Cross and will be funded by the Autonomous Income Tax of the Junta de Andalucía. The aim is to provide close, dignified, and comprehensive care to those experiencing homelessness or residential and social exclusion.
The centre will open on Mondays, Wednesdays, and Fridays, from 9:00 to 12:30, and will offer shower, personal hygiene, rest, laundry, clothing, shelter, food, and sanitary products. Additionally, it will carry out orientation, mediation, assistance, and support actions to facilitate access to resources and social benefits.
The Councillor for Social Welfare, Belén Gutiérrez, emphasised the importance of “having a specific resource that allows us to directly address the needs of people in a situation of special vulnerability.” The mayor, Francisco Salado, stated that the launch of this centre “represents an important step forward in our commitment to the most vulnerable people.”
The intervention will be carried out through a personalised work plan, with individual and group sessions to improve personal and social skills, daily living competencies, coexistence, inclusion, and employability. The programme also includes actions to facilitate access to and development of digital skills.
The project aims to assist an average of 80 people per year, especially those without access to standard resources or coverage of basic needs such as food, shelter, and hygiene. Detection and referral of cases can be made at the request of the user, through Community Social Services or other entities in the municipality.
“Offering a hot coffee, a shower, or the possibility to wash clothes may seem simple, but for many people it represents the first step towards regaining confidence, stability, and hope,” explained Rubí Castro, president of the Local Red Cross Territorial Office for International Solidarity in Rincón de la Victoria.
Once the initial contact is made, the welcome and assessment of each case will be carried out, the intervention itinerary designed, access to the centre's services provided, and the corresponding follow-up conducted. “We will work in coordination with the Red Cross and Community Social Services so that each person can have an itinerary tailored to their circumstances,” Gutiérrez added.
Moreover, the facilities can serve as a first-response resource for certain climate or social emergency situations, in coordination with municipal services and Civil Protection. In these cases, the centre can offer temporary shelter, water and other beverages, climate control, toilets and showers, basic information, and detection of particularly vulnerable individuals, enhancing its response capacity with the resources of the Red Cross.
The mayor stated that “we are facing a resource that provides a necessary social response and can also strengthen our capacity to respond to certain emergency situations.”
The centre will open its doors on August 17 at the Red Cross headquarters in Rincón de la Victoria, operating from 9:00 to 12:30 on Mondays, Wednesdays, and Fridays.
